Q: Do I have the right to insist that my business partner tell me of his plans to start a different business?

A: Partners have fiduciary duties to each other that require full and honest disclosure, loyalty and the avoidance of conflicts of interests. While written agreements can expand or contract the scope of these duties to some degree, there are fundamental and non-waivable lines which cannot be violated with respect to these duties and courts will strictly enforce such fiduciary duties either by injunction or through an award of damages.
